Is mcdb 300 a year-long course or can it be taken for just one semester for 3 credits to satisfy an independent study lab requirement for neuroscience major?

MCDB 300 is a semester-long course that can be taken multiple times for up for 9 credits. Each semester, you choose how many credits to take it for (1-3) based on how many hours you spend in your independent research lab. If it is a course that is listed as satisfying the lab requirement for the neuroscience major, then it should work for you!
